B -  12,600 baht ($ 412.00) be approved for the food packet program for the elementary schools listed. Total number of packages are 30. Wang Hai School 5, Kam Pawk 5; Nong Ya Sai 3; Nong Bua Than Bin 3; Choak Amnuay 4; Toong Moon 4; Thai Samakee 3; Din Dang 3. This program will also be evaluated during the February/March Time period to see which schools will be continued. There is a possibility that we will be changing several schools because they have been in the program for two years and we have new schools that need to be considered.

A -  9,000 baht ($ 297.00) be approved for students to travel with their parents to receive medical treatment. All of these children have been seen by the Nakhon Phanom Hospital and been referred to other facilities because required treatment is not available.

 TLCB members Bill Brown and I are once again leading a team to do  humanitarian work in Laos. This trip, we are expanding our efforts to a  village near Savannakhet where we will work on the following projects:

Located in the village name of Ban Phackhagna and the school name of Phackhagna Primary School.

 - Rebuild School that leaks during the rainy season preventing classes.  - Dental program where we will do exams and teeth care education  - Kids program with crafts, games and school pictures.

A.  3000 baht ( $ 96.00) be approved to purchase an additional two cement tables for Nong Bua Koo Roo Kook school. This will complete their needs for dining tables.
 B. 4000 baht ( $ 128.00) be approved to purchase 500 cement blocks and 15 bags of cement to construct a 1 meter high wall around the dining area at Nong Kha Koo Kong school. The wall will keep a variety of animals out of the dining area and make it easier to keep clean.
 C.  7700 baht ( $ 247.00) be approved to purchase necessary materials to install a safe water drinking area at Thai Samakee school.
 D.  600 baht ( $ 20.00) be approved to purchase construction materials to continue work on the dining area at Ban Naratchakwai Noi elementary School. The principal, staff and villagers have decided it is better to purchase materials in smaller amounts because they cannot do the work as fast as they would like and they do not want extra materials laying around.
 E.  8800 baht ( $ 282.00) be approved to purchase 56 square meters of tile and cement to tile the kindergarten classroom at Thai Samakee elementary school.
 F.  2600 baht ( $ 84.00) be approved to purchase materials to construct a dish washing and drying rack for the kitchen at Thai Samakee School.
 G.  5500 baht ( $ 176.00) be approved to purchase materials to construct a roof addition on the kitchen of Thai Samakee School.

TLCB has negotiated with Nakhon Phanom University to conduct a 5 day English Camp for 120 students and 20 teachers at Na Sai Elementary School. The school is providing the facilities; Nakhon Phanom University is providing two teacher instructors and 8 students to assist with elementary students, Dr. John Middlewood of TLCB will be supervising the program and teaching. Other organizations in town will be contributing to offset other expenses incurred with the camp. Your TLCB representative is coordinating this first local activity with the goal of conducting more in the future, involving local community resources to help offset some of the expenses.

I move that 22,300 baht ($ 705.00) be approved to purchase repair water storage tanks and purchase equipment to install a pure water drinking system at Choak Amnuay.

At both of these schools, all labor will be donated by the villagers involved.

Motion 15-08:     Air Commando Association Funded

John Middlewood has made the following motion:

I move that 120,000 baht ($ 3,800.00) be approved to provide materials to assist in the construction of a kitchen and dining area for the school of Don Suwang. Villagers have already contributed costs and labor to raise theoriginal building so this facility can be constructed under existing classrooms. They have done all of the preparation work for construction and are awaiting materials. This project was originally proposed a year ago. During that time cost of materials has risen about 20%. The villagers have decided to donate the lumber needed, including cutting and milling, from their own woodlots to complete this project. Their volunteering to do this - at a cost of about 30,000 baht, will keep the project at the original 120,000 baht figure.

 

This motion was forwarded to the Air Commando Association. They notified Assistance Chairman, John Schillo of their voted approval and have forwarded funding.



Motion 16-08:  Mac Thompson Laos Mission

Budgeted  = $1,400  Acutal Cost =  $ 1,364.00

 

Proposed: Rehabilation of an existing 25 year old wood school building at Ban Phak Khae, Nong Het District, Laos. The village is ENE of Phon Savanh out on Rt 7 almost to the Vietnamese border. Map attached, Phak Khae about at the arrow. The rehab is for the semi swaybacked extension of the original wood building.

Background: The older school building was funded by the fledgling PDRL government in the early 1980s following the change of government. Another school building was built with funding by the ADB just a few years ago, it is in good shape.

The present facilities cover primary grades 1-5 and include about 720 students with 17P teachers. It is proposed to improve the old wood building in the picture with a cement floor, a new roof and some furniture. The student ethnic breakdown is roughly 90% Hmong, 9% Khamu, 1% Lao.

The school principal has prepared an estimated bill of materials:
1. roofing sheets 90 sheets @ 40,000 K 3,600,000 K = $473.27
2. roofing nails 10 packs @ 5,000 K 50,000 K = 6.58
3. tables 1.2 x 2 m. 2 tables @ 600,000 K 1,200,000 K = 157.74

8. Labor to be provided by the community. In addition, the community is to provide the cement for the floor of the rehab building. The cement requirement is estimated to cost them about kip 560,000. Total expenditure estimated (with cement) is kip 11,210,000, of which, Kip 10, 650,000 is requested from TLCB.


Given how the U.S. Dollar has been dropping this amounts to about $1,400 @ 7,607 Kip per dollar.

This project has been proposed by a good friend of mine, an American, who's been working in Laos for a number of years with several NGOs, and personally knows the people involved at the school. He was in Vientiane on a USAID funded educational project for three years before the 1975 closeout and has been back there since 1993. Very knowledgeable about the area and personalities involved.

Implementation: Sunee and I would travel up to Vientiane then up to Phon Savan on the PDJ. We would be met by Mr Soundeuan, who is Xieng Khouang Provincial Education Service (PES) Deputy Chief of the Teacher In-Service Training Division. My friend's comment about Soundeuan is that "he is one of the very few people in Laos that can plan and deliver training for in-service teacher training and for community participation in support to education." Sounds like a very capable individual.

Soundeuan would travel with us in a rental pickup up to the school on day one for my assessment. Second day would be spent in Phon Savanh arranging for procurement of the materials.

As with previous Assistance trips to Laos, I would fund Sunee's and my personal expenses, hotel, food, etc. I would request TLCB non-assistance funds to cover in-country transportation not expected to exceed $300.  (Note:  The transportation expense is covered by the Assistance

Committee Chairmanís expense account and is not donated funds).

If approved, I would like to make this trip early on in May as I plan to visit the US for a month starting 28 May.

C. I move that 15,000 baht ($ 470.00) be approved to purchase 15 cement tables for the dining area at Ban Gluey school. Children currently sit on the floor to eat. This will provide them with a start in getting the children up off the floor. If this project is approved, further tables will be purchased next month.  Actual:  $465.98

 
Motion 19-08 Student Aid 2008/2009 School Year

Here is what I have so far. I finally got all the grades I think, and everyone qualifies from that standpoint.

College Students:

Total of 8,000 baht ($ 250.00) per month for 5 months for college students,

Total of 6,000 baht for 5 months for high school students and Sririnda Toomsan is the only new student. Total Budget = $ 938.00

*Note: Five high school students already have sponsors for the school year. Because many TLCB members sent in a one time donation to the SAF when they renewed their dues, we have some money left over in the fund. We are setting some of the funds aside to handle any emergency that might come up during the year, such as we experienced last year. However, there is one
student who does not have a sponsor. Her name in Intoawn. After setting aside money for an emergency, there is still enough money left over so that the fund itself can be her sponsor. It is my hope that in the future, these one time donations will grow to the point that we can support both sponsored and non-sponsored students.

In addition, 26,000 baht has already been paid for Soitong for the complete 2008/2009 school year. There will be no further expenses for her this school year. I will just monitor her progress and make sure she keeps on track.

Motion 20-08 Food Supplemental

This school received sleeping mats fro TLCB approximately 5 years ago and they have long ago since served their purposes and they need to be replaced.  Actual:  $98.28

A. I move that 4000 baht ($119.00) be approved to purchase a 21 inch TV for the school at Toon Moon. The TV will be used in the second kindergarten class. The TV purchased for the first class is working well along with the CD player. This class does not need a CDn player because I got a two for one deal on one I bought and am donating it to this cause.

B. I move that 4800 baht ($143.00)be approved for the purchase of 30 kindergarten sleeping mats for Koak Hai School.  This is a new school we visited at the end of last year and we will be providing some assistance for them this year.

C. I move that 18,000 baht($534.00) be approved for the purchase of 12 Cement Tables and benches to be used in the dining area of Koak Hai School. Through the cooperation of the villagers and support from the village government they have been able to build a new dining area, but have no tables and benches to sit at.

Long Tieng, Ban Nam Ngoua Secondary School, Pipeline project:

The secondary school at Ban Nam Ngoua, Long Tieng has requested funds to purchase materials to construct a water line between the existing water source and the two-hole (squatter) toilet Motion 30-08 Long Tieng Laos School Project Budgeted behind the school. Estimate for this job is about $400. 

 

Motion 31-08 Food Supplemental:

Total Budget Amount = $ 265.00  Actual = $ 262.06
 
John Middlewood has made the following motion:
A. I move that 9,000 baht ($ 265.00) be spent for the food packages in our continuing monthly program. This will provide 20 children with one hot meal for a month and provide supplemental sauces and things for mom to use in the kitchen when preparing the family meals also.

 

Motion 32-08 Quality of Life:

Total Budget Amount = $ 807.00: Actual = $ 800.73
 
John Middlewood has made the following motion:
A. I move that 8,000 baht ($ 235.00) be approved to purchase 2 water filter systems for Nong Yat Elementary school. This will provide the whole school with pure drinking water.  Actual = $232.94

B. I move that 2080 baht ($ 61.00) be approved to purchase 13 sleeping mats for Pla Pak Noi Elementary school. The kindergarten children currently sleep on a cement floor. Actual =  $60.55

C. I move that 15,500 baht ($ 455.00) be approved to purchase 10 cement table and bench sets for Pla Pak Noi Elementary school. The children currently sit on the floor to eat meals and have assemblies. This will provide tables and benches for the children to sit at during meals and also give them a place to sit when having assemblies and other meetings at the school.  Actual = $451.34

D. I move that 1,920 baht ($ 56.00) be approved to purchase 12 sleeping mats for Ban Wang Yang Elementary School.  Actual = $55.90

 

Motion 33-08 Medical Expense:

Total Budget Amount = $292.00:Actual = $ 286.81
 
John Middlewood has made the following motion:
A. I move that not more than 10,000 baht ($ 292.00) be approved to be spent for travel, food and lodging for the parents of Jiraporn and Thaipope while their children were in Khon Kaen. Jiraporn has been there almost 4 weeks already and Thaipope was there for 3 weeks. I will wait to withdraw the money until I have the actual receipts in hand so it will be an actual expense figure.
 
Note: The baht to dollar exchange rate on these motions as of today is 34.31 thb to 1 usd.

Motion 34-08: Quality of Life

John Middlewood has made the following motion:
 
A. I move that NOT MORE THAN 17,000 baht ($495.00) be approved for two English Camps to be conducted in October and the first part of November. The first camp will be Oct 9 with 50 grade 7 students from 9 am to 4 pm. Funds will be used to supplement food for lunch and copy materials. Second camp will be November 5-7 and will involve grade 4-6 students in four separate schools combining for three days of English Camp. Camp will be conducted by Alex and myself with 10 high school students as trainers. This team has been working together for the last 5 months, conducting one 5 day English camp, 4 Saturday English Camps, 4 teacher in-services and a 5 day church camp. The trainers have been participating in Extra English classes at the rate of 4-6 hours per week for the last 5 months. Their current plans are to continue the same program for the next term - November -March 2009.
 
B. I move that 18,600 baht ($545.00) be approved to purchase cement tables and benches for Ban Wang Yang Elementary School. This is another recently found school that has no or little seating area for students to eat meals or to have general meetings. These tables will solve that problem.

A: I move that 9000 baht ($ 256.00) be approved for our regular children's food packet program.

Motion 36-08:  Quality of Life

Budgeted Amount = $ 694.00: Actual = $708.42 

John Middlewood has made the following motion: 

A. I move that not more than 2500 baht ($ 71.00) be approved to purchase paint supplies for Non Bua Ratchakeai School.
 
B. I move that not more than 19,000 baht ($ 532.00) be used to purchase 20 kindergarten sleeping mats and 10 picnic tables and benches for Ban Khok Sri Mitrapap School. This is a school, one of two in Nakhon Phanom Province that was built in the 1960's by an organization called Mitrapap. The group was made up of US and Thai military and civilian parachute jumpers who went out and put on demonstrations to build schools. This school is interested in having some kind of reunion, if it can be set up.
 
C. I move that 3200 baht ($ 91.00) be approved to purchase 20 sleeping mats for Nuen Sa At School. We first purchased sleeping mats for this school about 5 years ago and they now need replacement.

Exchange rate = 35.38 baht per dollar.

 

Motion 37-08:  Medical Fund  

Budgeted Amount = $ 341.00: Actual = $344.17

John Middlewood has made the following motion: 

A. I move that not over 12,000 baht ($ 341.00) be approved for medical

expenses for the following students:

   1. Amporn -Heart check Khon Kaen 1,300 baht;

   2. Somboon heart trip check to Bangkok - all is well 3,200;

   3. Jiraporn Recent heart check - all is well 1,700;

   4. Thaipope Emergency heart tirp to Khon Kaen - back home and okay 3,700;

   5. Nawaphon to Ubon for check - blood disease terecemia - 2100. 

 

Motion 38-08: Loas Operations Adjustment

Budgeted Amount = $ 550.00  Actual = $ 539.00

Mac Thompson has made the following motion:

Desks & Stools II, Long Tieng Primary School 

        PROPOSED:  A sum of $550 is requested for the purchase in Xaysomboun town of twenty (20) sets of desks and stools (two  stools per desk) for the Long Tieng Primary School.   An additional $50 is requested to fund transportation up to Long Tieng, total of $600. These transportation funds should be charged to the TLCB "Assistance" budget as they are directly related to the commodity procurement.

BACKGROUND:  In August 2008 the Assistance Committee approved Proposal #29-08, $1,400 for school desks and benches/stools for the LT primary school.  This funding proved to be inadequate due to a number of factors, one being a large underestimate of the cost of materials.  As it turned out, about $1,333 of this amount was utilized to procure and deliver fifty (50) sets to Long Tieng in September 2008.  This was discussed in my "Trip Report, Assistance, 24-29 August 2008" emailed on 21 October 2008. 

The original request was for seventy (70) sets of desks and stools, thus the original funding is short twenty (20) sets. 

IMPLEMENTATION:  We would plan to travel up to Long Tieng in early December to make this procurement and to check on the previously funded waterline for the Ban Nam Ngoua Secondary School, Proposal # 30-08, $400 for the  waterline to connect the water source to the toilet behind the school. 

TLCB "non-assistance" funds for rental of a 4-wheel drive pickup truck with driver is addressed separately. 

 

As with previous trips, I will cover Sunee's and my personal expenses, travel up to Vientiane, hotels, food, and such.  

Chairmanís Note:  I have sent this motion to the ACA and some other possible donors.  Mac has a commitment from a non-member for a donation and there is another check on its way to Bill from one of my other contacts but he did not say how much it was for.  End result is, this motion may not decease the money in the Assistance Fund, and in fact may increase it.

Motion 39-08: Laos School Renovation

Budgeted Amount: $ 1,512.00  Actual = $ 1,274.00

Motion 38-08 was to make up for a budget problem on his last trip.

The Province Education Department has made a study visit to the Phosy

Primary School to evaluate the proposed renovation of one room in the old building for use as a library and a Life-Skills study area. Results  of the study visit and determination of necessary materials are as follows:

Motion 41-08:  Quality of Life  

Budgeted Amount = $ 1479.00: Actual = $1,467.82

John Middlewood had made the following motion: 

A. I move that 15,500 baht ($437.00) be approved to purchase 10 cement picnic tables and benches for Changom School.   This will provide the final shipment to this school.

 B. I move that not more than 5,000 baht ($141.00) be approved to purchase cement blocks, cement and tile for   Nong Kham Koo Kong School. This will be the final project at this school and allow them to complete their    dining area and kitchen project.

C. I move that not more than 10,500 baht ($296.00) be used to purchase 4 cement tables and benches and fans for    Na Kham Nong Kham School.

D. I move that not more than 21,500 baht($605.00) be approved to purchase replacement computer componets to rehab the computer lab at Nong Wang High school. This is a High school located out in the sticks wiith a very good computer lab, but many pieces of equipment are broken and need to be replaced. This will allow full use of all computers in the lab. The school staff has the expertise to install all of the hardware, so there will be no labor costs involved, only purchase of parts and equipment.

Motion 42-08:  Medical Assistance
